Budget Specialist

Position Requirements:
• B.A. in business, finance, international relations, or related field required.
• Three – five years professional experience working with complex budgets, cost applications, finance teams, or proposals with US government-funded programs and/or grant proposals, USAID and the Department of State experience, preferred.
• Proficient in the application of relevant cost principles, budgeting methodologies, and cost presentations of U.S. government funders, preferably USAID and Department of State.
• Communicates budget concepts, procedures, narratives, and justifications clearly and concisely
• Understands USAID Standard Provisions, 2 CFR 200 and 700, and other relevant federal regulations.
• Multitasks effectively in a high-volume, deadline-driven environment.
• Strong knowledge of MS Office, particularly Excel budget development, and advanced formula utilization and data analysis capabilities.
• Ability to be proactive in identifying and solving problems.
• Excellent interpersonal, written, and oral communication skills.
• Excellent organizational skills, with strong attention to detail, as well as the ability to be flexible and adjust priorities based on time pressures.
• Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals and deadlines.
• Other relevant programmatic skills and management is a plus.

Primary Functions & Responsibilities:
For the following responsibilities, this position will support a specific portfolio within the Institute and may provide additional support to other team members on an as-need basis depending on proposal volume and donor priorities.
• Assists Cost Team in creating or modifying budget spreadsheet templates in accordance with internal policies and donor requirements.
• Coordinates with program and program services staff on strategic issues involving proposal budgets
• Schedules internal budget-related consultations and reviews for all budget processes, including proposals, extensions, realignments, and add-ons.
• Ensures proposal budgets comply with IRI internal policies and solicitation requirements.
• Reviews and approves proposal budgets and budget notes and other budget actions in accordance with IRI standard practices.
• Reviews and approves award modifications, realignments, extensions, add-ons on an ad-hoc basis
• Supports Cost Team facilitate staff training related to proposal development and relevant compliance policies.
• Conducts trend analysis on proposal spending and donor feedback, generating reports to Sr. Cost Specialists and other Senior Leadership of the Business Development Team.
• Seeks opportunities to streamline budget development processes and strengthening IRI’s BD practices.
• Supports the Business Development Team by tracking proposal and award modification submissions, providing real-time updates to IRI’s Business Development team on specific donor revenue.
• Supports overhead cost tracking by preparing cost estimates for proposal efforts and providing charge codes to proposal teams.
• Collects and analyzes feedback on cost applications, identifying trends and preparing reports for Business Development and other Division Leadership staff to inform proposal development.
