Payne Program Coordinator - Finance and Operations

BASIC FUNCTION:
The Program Coordinator for Operations and Finance provides administrative and accounting support for Payne Fellowship Program. The individual will be part of the Donald M. Payne International Development Fellowship Program in the Bunche Center, providing backup and assistance. The incumbent would report to the Financial Manager of the Payne Fellowship Program.

The Donald M. Payne International Development Fellowship Program encourages the involvement of outstanding young people, particularly those from minority groups and those with financial needs, in international development careers. The Program selects Payne Graduate Fellows through a rigorous nationwide competition and supports them through two years of graduate school, internships, and entry into the Foreign Service of the U.S. Agency for International Development. USAID provides the funding for this program; Howard University manages it. Incumbent has the responsibility to the direction of student or temporary workers.

Internal contacts include staff and fellows. External contacts include government agencies, sponsor representatives, vendors, visitors, officials and the general public.

PRINCIPAL ACCOUNTABILITIES:
Compliance and Reporting
Assisting in compiling financial and tracking reports on program financial activities.
Helping to monitor the Graduate Fellows’ compliance with fellowship documentation and filing by ensuring tracking documents and files related to the Fellows are up-to-date and accessible.
Assisting with basic office functions, including answering, distributing mail, filing, and other tasks, as needed.
Communication with Key Stakeholders
Liaise with key university departments, including Research Administration Services, Human Resources, Procurement, and Accounts Payable.
Support the Financial Manager in drafting communication (e.g., letters of financial support) with graduate school partners to ensure timely payment of graduate school invoices.
Communicate with fellows when appropriate.
Operations and Organization
Monitor and track programmatic and personnel spending to ensure timely payments and efficient hiring.
Ensure that all activities conform to university and grantor standards.
Observe, review, and analyze processes to identify inefficiencies and areas where improvements could be made.
Design and maintain clear operational guides to ensure consistency of operations.
Support the Fellowship Program administratively when necessary.

MINIMUM REQUIREMENTS:
Bachelor’s Degree and 1-3 years of related work experience. Eight years of related work experience may be substituted in lieu of educational qualifications.
