Foreign Policy at Brookings
Foreign Policy at Brookings is a leading center of policy-relevant scholarship exploring the rapidly re-ordering geopolitics of the major powers, and the disordering relations among states and transnational actors. In line with Brookings’s core values of quality, independence, and impact, our scholars provide concrete policy recommendations for how U.S. strategy, the international security architecture, and leading states should adapt to changing threats and opportunities.
Position Location: This position is based in Brookings’ Washington, DC office. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.
Operating status: Brookings eligible employees are currently authorized to work remotely but will be moving towards a hybrid plan later this year, which will require working both in the office and remotely. All vaccinated Brookings employees who wish to work from the office can do so. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.

Vaccine Policy: Brookings has made the safety of our staff and our surrounding community a top priority. As part of that commitment, Brookings recently announced that staff on Brookings campus this fall are required to be vaccinated against COVID-19. Brookings will require all staff and visitors to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

Responsibilities

Foreign Policy at Brookings invites applications for the award of one full-time resident fellowship for policy-oriented post-doctoral research in the 2022-2023 academic year.

The fellowship carries a stipend of $58,500 USD, payable in monthly installments over a period of residency at Brookings of no less than nine months and no more than 12 months. This income may be taxable; Brookings will withhold taxes and report on stipend payments according to U.S. tax guidelines. Brookings will provide a workspace – subject to requirements on remote work and distancing – a networked computer, an individual network account, and access to Brookings research resources. Post-Doctoral Research Fellows, and their immediate families, are eligible to participate in the Institution’s medical, dental, and vision insurance. The Post-Doctoral Research Fellow may be responsible for costs associated with any insurance(s) provided.
The Post-Doctoral Research Fellowship is focused on independent research and writing. Fellows typically prioritize writing one or two research papers for publication on a Brookings platform or submission to a peer-reviewed journal, or seek to develop a policy-relevant book manuscript based on dissertation research. Post-Doctoral Research Fellows have the opportunity to present their research in a discussion session with Brookings scholars during the course of the Fellowship. They may write shorter pieces for the Brookings website and outside platforms, subject to Brookings guidelines on research, peer-review, and publication.

Post-Doctoral Research Fellows are also encouraged to contribute to the Foreign Policy program’s broader research efforts, including active participation in collaborative research projects and activities. Post-Doctoral Research Fellows are expected to participate in the Brookings community; during the Fellowship they are encouraged to attend conferences and discussions hosted by Brookings and will have access to the research resources available to resident staff members.

Qualifications

The 2022-2023 Post-Doctoral Research Fellow is expected to pursue their research and writing at the Brookings Institution for a period of no less than nine months and no more than 12 months, beginning in September 2022 and ending no later than August 2023.

Education/Experience Requirements:
The fellowship is designed for recent PhD conferees; at a minimum, the Fellow must have formally submitted the final version of the PhD dissertation by September 1, 2022. Foreign Policy seeks candidates whose work will benefit from access to Foreign Policy scholars and the Washington community, and whose research interests and career goals are directly related to major interests of the program: the rapid re-ordering of geopolitics among the great and major powers, the disordering of relations within and between states and among transnational actors; and changing dynamics in defense, technology, energy, and climate.

Knowledge/Skills Requirements:
Awards will go to recent PhD conferees whose research interests align with the Foreign Policy program’s priorities and whose application materials and previous research demonstrate expertise, quality, originality, and relevance to policy. Successful Fellows have the ability to independently conceptualize, undertake, and complete high-quality research projects. Strong writing skills are required, and fluency in written and spoken English is required.

Application procedure and deadlines:
Brookings requires that all applicants to the Foreign Policy Post-Doctoral Research Fellowship submit the following application materials directly through the Brookings website.

Applications submitted through other websites, or applications sent through email or regular postal service, will not be accepted.
1. Curriculum vitae: A detailed CV explaining the applicant’s education and work history; publication and writing history including significant research that has not yet been published; fellowships, honors, and awards; and funded research including past and present foundation support.
2. Statement of research: A statement of 10 pages or less, which may be single-spaced, proposing research to be conducted during this Fellowship. This should include:
o The nature, purpose, scope, and method of the proposed research;
o A description of the policy implications of this research;
o Why the applicant wishes to do this research at Brookings;
o The background studies and research that the applicant has done to prepare for this project and the amount of research completed;
o Timeframe and estimated date of completion of the project;
o The applicant’s availability in 2022-2023 and preferred Fellowship timeframe; and
o Long-term career interests and anticipated career development over the next five to ten years.
o Writing sample: A writing sample of 20 pages or less, ideally drawn from the applicant’s PhD dissertation. Applicants are also strongly encouraged to submit a sample of long- or short-form published work (in a scholarly or popular forum) featuring policy analysis.
3. Transcript: An official or unofficial transcript from the PhD-awarding institution.
4. Letters of recommendation: Three confidential letters of recommendation must be submitted to Brookings directly by referees. Letters should address this Fellowship specifically. They should describe the capacity in which the letter is written; the applicant’s expertise and aptitude for research in the proposed research project; the feasibility of the project and its relevance to policy; and specific qualities that make the applicant likely to benefit from and contribute to the Brookings community.
