Assistant Program Officer / Program Officer, Africa

The National Endowment for Democracy (NED) is a 501(c)3, bipartisan organization that serves as America’s leading foundation for freedom, providing support for democratic activists, civil society organizations, and independent media throughout the world. We seek an experienced, dynamic, and savvy Assistant Program Officer/Program Officer, Africa to help strengthen the impact of our work and mission.

Position Summary:

The APO/PO will work with the Africa region’s senior program managers, directors, and colleagues to manage the Endowment’s grants program. There are two positions being hired. One will focus on East and/or Horn of Africa. The other will focus on Central and/or West Africa.

Responsibilities:

Develop country strategies based on political developments and NED funding ability.
Identify partners, assess proposals, and draft grant materials in preparation for quarterly board meetings.
Manage a portfolio of active grants, including monitoring and evaluation.
Travel internationally to identify and assess partners.
Provide support for Africa-related initiatives and events.
Stay informed of regional and global democratic trends.
Liaise with other NED teams and participate in working groups to enhance NED’s effectiveness.
Maintain contacts with organizations and individuals in Washington and abroad working to advance democracy and human rights.
The level of responsibility and independence in assigned tasks will increase with experience.
Other responsibilities and projects as assigned.
Qualifications:

Bachelor’s degree in International Affairs, Political Science, Social Anthropology, or a related discipline; Master’s degree preferred.
Level 4 (APO) 2+ years
Level 5 (PO) 4+ years
1+ years of living and working in the region.
Experience in nonprofit work.
Knowledge of program evaluation techniques.
French is required for the Central/West Africa position.
An understanding of political issues and trends in East/Horn of Africa or Central/West Africa.
Familiarity with civil society issues and organizations in the region.
Experience with democracy-related projects/programs.
Ability to travel to countries within the region.
Regional language skills desirable.
Grant making or grant monitoring experience.
Excellent verbal, written and interpersonal skills.
Strong analytical skills.
Ability to maintain professionalism under pressure.
High degree of organization and initiative.
Demonstrated ability to work as a team player, including coordination and facilitation skills
Authorized to work in the United States.
This position is part of the NED Bargaining Unit.
