Deputy Director, IT and Digital Transformation

The National Endowment for Democracy (NED) is a 501(c)3 grantmaking foundation that receives an annual Congressional appropriation in excess of $310 million and is governed by a private, bipartisan Board of Directors. This unusual arrangement positions NED to play a unique role as America’s leading foundation for freedom, empowering the institution to be nimble, innovative, and risk-taking in support of democratic activists, civil society organizations, independent media, and the NED family core institutes (the International Republican Institute, the National Democratic Institute, the Center for International Private Enterprise, and the Solidarity Center).

We seek a motivated, energetic, organized, and resourceful Deputy Director, IT and Digital Transformation who is a mission-oriented team player, and who would be excited to join a fast-paced IT and Digital Transformation team. This position is based in Washington, D.C.

Position Summary:

The Deputy Director, Information Technology and Digital Transformation will partner with the Senior Director in delivering the mission of the team. The incumbent will be responsible for the “hands-on” management of NED’s IT infrastructure, architecture, security, data management, and business applications support. Primary responsibilities include overseeing, planning, executing, and managing all information technology operations. The Deputy Director evaluates and identifies appropriate technology platforms to promote the work of NED. This role supervises 5 IT staff members.


Lead, manage, and motivate the team
Ensure clarity around priorities and goals
Monitor and track the progression of unit goals and objectives
Provide formal and informal training and coaching to direct reports in expected behaviors and activities
Direct task management, team assignments, and problem resolution
Anticipate and respond appropriately to new demands, priorities, challenges, or obstacles
Follow up on critical issues in a timely manner
Work with the Senior Director in defining and articulating a clear role and direction for the IT team consistent with the organization’s mission, strategy, and direction
Work across functions with peers in other groups to ensure collaboration for shared goals
In conjunction with the Senior Director, lead the development and maintenance of IT policies and procedures
In conjunction with the Senior Director, responsible for IT budget oversight and procurement.
Work with senior management and other peers for strategy development and execution planning
Interact with senior management for reporting
Manage, monitor, and maintain NED’s infrastructure on-premises and in the cloud
Supervise network system administration and system monitoring & technical support
Ensure development and maintenance of relevant network and server documentation
Manage the development and implementation of network security policy, standards, guidelines, and procedures to ensure ongoing maintenance of security
Work with outside consultants/vendors as appropriate for independent security audits and take actions to remediate findings.
Work with the Senior Director to prioritize security initiatives and spending based on appropriate risk management
Lead the development and implementation of IT business continuity and disaster recovery plans and systems
Design and assist in delivering training (including security awareness training) to the NED staff
Work with the IT team to develop structures and solutions to improve service levels and department effectiveness
Oversee maintenance of the digital phone system
Research and recommend, hardware and software for new initiatives
Work with the Senior Director and other stakeholders on rationalizing applications and services
Manage hardware refresh and software rollouts including PC cycle and operating systems
Manage and leverage the relationship with 3rd Party vendors to ensure the achievement of IT objectives
Develop IT standards and service catalog and manage IT service process


Bachelor’s degree in information systems, computer science, or management discipline.
11-14 years of experience leading and managing a sophisticated IT operation, including 3 years of experience developing and maintaining security policies, standards, and controls
4 + years of experience in people-management responsibilities including hiring and performance management
Solid experience with network and security technologies and equipment
Experience with Microsoft 365 systems including Microsoft Power Apps, Power Automate, SharePoint, and Power BI
Experience with M365 Azure Active Directory, Intune end-point management, Single Sign On, and cloud-based Microsoft domain management
A solid understanding of IT operations and requirements, including data storage and backup, hardware and equipment, and network systems
Working knowledge of audiovisual and video conferencing systems
Experience supporting web content platforms such as WordPress or Drupal
Familiarity with project management and organizational change management practices
Knowledge and understanding of database systems
Familiarity with SQL or other database scripting languages and tools
Familiarity with financial, CRM, and membership and/or grantmaking systems, such as Gov Grants, Microsoft Dynamics, Microsoft CRM, and others
Ability to establish and maintain effective working relationships with diverse groups of people including user departments, consultants, and vendors related to information technology
Ability to communicate effectively in written and oral discourse, translating technical jargon to user-friendly meanings, including giving presentations
Familiarity with Enterprise Architecture principles and frameworks
Strong team leadership skills
