Fellow, Conflict Tracker

The Georgetown Institute for Women, Peace and Security (GIWPS) is looking for a dynamic and enthusiastic Research Fellow to develop and oversee our Conflict Tracker Project. Reporting to the Director of Research, the Research Fellow will work closely with teams across the Institute to monitor and analyze current conflicts and crises in a select group of countries. The Research Fellow will apply an intersectional gender analysis to these contexts to develop and update country profiles and to produce timely policy analysis. In collaboration with the Policy and Programs Team, the Research Fellow will help to identify and inform key opportunities for policy advocacy and work to develop evidence-based policy recommendations. The Research Fellow will also provide regular briefings to key staff on conflict developments and represent the Institute at external stakeholder engagements.

The ideal candidate will have the substantive expertise needed to understand and analyze conflict dynamics from a Women, Peace and Security perspective, as well as significant project management experience. Demonstrated ability to produce policy-oriented analysis and to write for a policy audience is essential. The Research Fellow will be responsible for developing a practical and analytical framework for the Conflict Tracker, including the structure and substance of country profiles, and the organizational process needed to effectively track and disseminate findings both internally and externally.

The Research Fellow will supervise a small team that will be responsible for tracking gender dynamics in conflict hotspots, monitoring UN, USG, and multilateral WPS policy developments, producing written and oral briefings, informing GIWPS policy engagements, and disseminating policy guidance and recommendations across policy, practitioner, and academic communities. The Research Fellow will lead the analysis of the gendered impacts of conflicts/crises in priority countries and identification of key drivers of security. They will be responsible for translating these insights into country profiles as well as outward-facing publications, including policy briefs, op-eds, and blog posts.

GIWPS is a fast-paced research institution. Candidates must have excellent research, writing, and analytical skills and previous project management experience. The Research Fellow must be organized, manage time efficiently, and be able to successfully meet multiple, sometimes competing, deadlines and produce work on a tight turnaround. The ideal candidate will be a self-starter who can multi-task and work well independently and as part of a small team.

Duties and responsibilities of the Research Fellow include, but are not limited to:
Development of Conflict Tracker Framework
Develop an analytical framework for Conflict Tracking project grounded in gender analysis and the application of a WPS lens to contemporary conflict-affected and fragile contexts.
Develop and refine processes for tracking conflict dynamics and developments, templates for country profiles, and data management systems.
Create an organizational strategy to integrate inputs from relevant staff and to share tracker analysis to inform Institute projects and priorities.
Identify staffing needs for the Conflict Tracker and recruit necessary support.

Management of Conflict Tracking
Oversee conflict tracking across all priority countries.
Supervise research assistants supporting the Tracking project.
Develop and regularly update country profiles.
Work with the Director of Finance to manage donor relationships, project budgets, and grant reporting.

Informing Policy and Practice
Provide timely policy-relevant analysis in response to current events and developments in Tracker countries for GIWPS staff and external stakeholders.
Produce policy briefs, op-eds, blogs, and other publications based on Tracker analysis.
Collaborate with the Policy and Programs Team to inform and support policy advocacy efforts, particularly related to the Rapid Response Network.
Collaborate with the Communications Team on strategic communications around critical conflict developments and dissemination of Tracker analysis through academic, policy, and practitioner communities.
Work with the Director of Research to identify key gaps in knowledge and opportunities to strengthen the evidence base on the gendered impacts of conflict and the role of women in conflict prevention and resolution.
Represent the Institute in key stakeholder convenings and briefings of policymakers on specific policy-relevant insights generated through the Tracker project.

Qualifications
Master’s Degree (Ph.D. preferred) in political science, international relations, international development, gender studies, peacebuilding, conflict resolution, anthropology, sociology or related field.
3 years of relevant professional experience, including significant project management experience; previous experience supervising junior colleagues and/or students is valued.
Proven track record of conducting and communicating policy-relevant research; ability to conduct an intersectional gender analysis and familiarity with the Women, Peace and Security field.
Demonstrated ability to write persuasively for a policy audience.

The preferred start date is February 1, 2023. Candidates will be considered on a rolling basis until the position is filled. The successful applicant will be hired as a Georgetown University Research Fellow, which is a full-time non-tenure line faculty position with benefits. The initial contract will be for one year, with guaranteed funding for a second year, depending on performance. Future years are subject to available resources.
